In 1970, Scott completed his high school education at North Kansas City. In 1970, he enrolled in community college before joining the US Navy. Scott worked as a radarman on the USS Glover for 29 months during his time in the Navy. Scott completed his undergraduate studies in business administration at the University of Missouri-Kansas City while using the G.I. Bill to pay for his education. He worked his way through Southern Methodist University and received a Juris doctorate. On November 6, 1978, the Texas Bar granted him a license to practice law.

When Scott was still attending college and law school, he bought and revived a struggling doughnut shop by offering office delivery rather than depending solely on foot traffic. Later, he acquired another doughnut store and renovated it. Scott worked as a lawyer at the Dallas, Texas, office of Johnson & Swanson after finishing law school. The first time Scott tried to acquire the Hospital Corporation of America was in April 1987.
