Career

Haji was appointed as the Director of Public Prosecutions (DPP) on March 28, 2018, by H.E. Uhuru Kenyatta, President of the Republic of Kenya, following an interview by the Public Service Commission (PSC) and vetting by the National Assembly. During his vetting address, he would define the ODPP’s strategic objective of Re-casting, Re-tooling, and Re-learning. The goal of this approach is to instill accountability, openness, public trust, and quality control at the ODPP, resulting in an Office that is more responsive to the requirements of its citizens. This was done in conjunction with the ODPP’s extension to all 47 Kenyan counties and a reform of the organizational structure.

Haji, who has only been the DPP for two years, has launched a series of high-profile accusations aimed at strengthening the battle against corruption. These claims have been leveled against Finance Minister Henry Rotich, Migori Governor Okoth Obado, National Youth Service directors and the banks involved, Kenya Power Directors, and Kenya pipeline staff, to name a few. These high-profile cases have garnered him both fans and detractors. The judgment of the High Court on the 25th of July, 2019 in the matter of Samburu Governor Moses Lenolkulal is one of the most significant rulings delivered during Haji’s tenure.

The verdict indicated that governors facing graft accusations should step down from their positions and functions during the proceedings. Furthermore, Section 62 of the Anti-Corruption and Economic Crimes Act, which governors utilized to keep their positions, was ruled unlawful.
