Blood, and 20 members of his staff, informing the US that their allies West Pakistan were carrying out “a selective genocide” against the Bengali intelligentsia, supporters of East Pakistan independence, and the Hindu minority.

The term “genocide” was used to characterize the events in the second, more famous, Blood Telegram. The US government’s continued backing for West Pakistan has “evidenced moral bankruptcy.” In reaction to the dissent against US strategy, Kissinger and Nixon terminated Archer Blood’s employment as US consul general in East Pakistan and sent him to the State Department’s Personnel Office.
